Things to consider first
You need a ui.com account if you want to use the UniFi Site Manager (unifi.ui.com)
If you are looking to add new users who already have a ui.com account, you need to make sure to use their exact username and email address to their profile
Local users without a ui.com account is supported

Adding new users
Adding via unifi.ui.com (UniFi Site Manager)
If the HostiFi UniFi server is connected to the UniFi Site Manager, then admins with a ui.com account can be added here and subsequently assigned to various sites.
Manually setting local username and password
If logged into the UniFi controller, adding a new user and then toggling Remote Access off, gives you the ability to set the password manually.
If this new user already has a ui.com account, they must provide their exact username and email address to the admin setting up the account. This will ensure that remote access works correctly.
Sending invite via email
Invites can also be sent via email from the UniFi Controller manually too.
What the user types mean
When adding a new user, these are per site by default when adding them via the UniFi Controller itself. When adding new users from unifi.ui.com, you can bulk add admins to multiple sites at the same time, if required.
View Only
If you have a customer or user who needs access to the UniFi controller, but you want to limit their view when they log in to see only a certain site or sites, you would create an Site Administrator for them on the site. If they have multiple sites and you want them to be able to access all of their sites, you would create the Site Administrator on one of the sites, and then "Invite existing admin" on their other sites.
Site Administrator
Typically for the technicians who are servicing all of the networks, you would want to give them a Super Admin account which has unrestricted access in UniFi.
Hotspot Manager
The Hotspot Manager is a relatively new user role, but as the name suggests it just allows someone to manage the hotspot, such as vouchers, users and more.
Other functions
Users can also have certain function enabled or disabled. Such as the ability to have access to all the sites but read only, system stats, pending devices and more.
